Citizens, Civilians and Plebs

 We have to take one thing into account about the riot in the Capitol...

The difference between citizens and civilians.  As I see it, this was a dispute between citizens.  If you are police or former military (let alone the Fed), you are a citizen.  A civilian is NOT a citizen, hence therefore not entitled to the rights of full citizenship.
